The majority of my past lives was with that agency OT2, OT3 that agency didn't exist, the implant station network, the same group of people from that fed gov agency OT2, came together again OT3 in the implant station network. They because of the technology were able to perfect what in OT2 they couldn't, and it was only because of the technology.
The main problem psych ops had was, if an agent died in the field on the job, it would take 18 years before they could return to the field and finish the job, 18 years before they would obtain the information. There were exceptions to that rule like if they reincarnated to parents who worked for or were retired from psych ops, then at a young age like 2-3 years old, as soon as the child was able to talk would be routed in, to debrief and then go back home to grow up and then at 18 route back into psych ops.
That 2-3 year waiting period is what the implant station network handled by perfecting that program with technology, that's where the bodies on ice program became a reality. Now, when an agent died in the field, they went back to HQ and picked up a body and woke up and debriefed, it would be a matter of days to get that info not years and to protecting and serving the US Federation, that was vital data they needed.
The implant station network tried many many many different experiments, all approved, humane and safe experiments to handle this problem and the best one they came up with, that gave everybody the results they wanted was the bodies on ice program. You could implant agents but what happens if they die and you can't find the body, you need the body to extract the implant/implants. And it could take weeks, months before you find the body, so it's the bodies on ice program coupled with the implants, it's both, not one or the other, the agent reincarnates to HQ, picks up a body, debriefs including where the body is at and then another crew goes and picks up the body, or if they removed their implants, where they stashed it.
Many different scenerios but it's both, bodies on ice plus implants equaled success.
